Magistrates' goal is to provide a constant, round-the-clock access to public information for audience circle based on rules determined in law.
The act from 6th September 2001, about access to public information, requires on determined subjects obligation to open to the public information about public matters, establish rules and a course of making those information available. The effect of this act is an obligation to have a web site in form of Public Information Bulletin.
Subject side of Magistrate system contains:

subject menu - a list of all subjects, which are completing law regulations by using Magistrate,
- object menu - a list of thematic groups, where public information are compiles and made available in accordance with the act,
- Logo PIB - reference to main Bulletin site,
- Manual instruction,
- Statistics, which inform about number of quests, subject sides, objects.

- Administrative module,
- Record of changes, showing date, person who made it and kind of changes
Support for editors
Site editors are given technical support, full training, course materials, and free-of-charge telephone advice. If editors use our original system, they will be able to place not only content but also graphical elements, files to download.
